Problem

Successful CI alone was not a required merge gate. The master protection was updated to require both observed Rust CI PR contexts and apply to admins; the release playbook should fail closed if enforcement is absent or checks are pending.

Change

Document the exact-head required-check and branch-protection prerequisite before a development PR may be merged. Keep tag-image publication and public Axis B deployment gates distinct.

Validation

  • git diff --check
  • bash -n scripts/v240-axis-b-ivnp-smoke.sh
  • bash scripts/test-v240-axis-b-ivnp-smoke.sh
  • Branch-protection API GET and independent on-host DB readback (two PR contexts, admin applicability); behavioral pending/success merge check belongs to this PR.

No deployment, tag, or production relay change.
